Executed by performing a quarter-circle forward motion and pressing kick, the attack is simply a frantic dashing clothesline. The distance Hugo runs before swinging his arm is determined by the kick button pressed: light kick version travels only a short distance, medium kick version travels about half the screen and heavy kick version travels the whole screen.
The EX Special version introduced in the Street Fighter III series has Hugo run much faster, the punch animation also deals nearly twice the damage. In Ultra Street Fighter IV, the EX version also has Armor Breaking properties and can even absorb an infinite number of attacks as long as they do not have an armor break property; this essentially means that he can even use it to punish certain Ultra Combos such as the Metsu Hadoken.
