Zoltar is one of M. Bison's henchmen in Shadaloo who appear in Street Fighter II V

Zoltar, goes over to report to his master. However Bison blasts Zoltar back for daring to interrupt his viewing. Zoltar wanted to report what their undercover agent had discovered, He says that Interpol know about Shadowlaw and have dispatched many of their best detectives to their investigation case, which is being led by Dorai.

Zoltar has more news: Dorai's daughter, Chun-Li, is at this party tonight. He points her out to Bison and says that she is here with Ken Masters -Ken is part of the Masters family, the richest family in America. If they could get him, they could hold him for ransom and his father would pay millions to get him back -it could be enough to get what they lost when Dorai busted their smuggling operation.

Zoltar brings him a new one and as Bison sits on it, he says there is one man who worries him. It was that man they saw at the beach before they arrived here -he wants to know more about him and sends Zoltar off to find out.

Zoltar also informs his master that their plans to eliminate Dorai have already begun. Balrog, their undercover Interpol agent, is meeting an assassin they have previously hired.

Zoltar is recording their battle, presumably only for his own perverted pleasure.

She jump kicks Zoltar in the face, ending his little perverted recording session.

He tells Zoltar to get both Chun-Li and Ken ready for transport.

Bison tells Zoltar that once they have that guy he saw earlier, he is to be given the same invitation that Ken had.

Bison tells Zoltar to get a medical team down here immediately.

He and Zoltar are watching from another room as they prepare to start a sinister plan which involves using their latest technology.

Zoltar is preparing a test subject for the latest version of their cyberchip.

Zoltar demonstrates this on a test subject, making a man go through a range of emotions in an instant.

Zoltar demonstrates this by getting the test subject to bang his head repeatedly against the wall, but he breaks free of his chair and then smashes his head as hard as possible, killing himself instantly.

Bison tells Zoltar that he has one more day to get the chip fully working, as he wants Ryu under his control as soon as possible.

Zoltar uses a computer to get the chip placed onto Ryu's forehead.

Zoltar asks him if something is wrong, but Bison thinks he is imagining things and says it doesn't matter.

Zoltar thinks something has exploded and goes off to find out what happened.

Zoltar attached a cyberchip to Chun-Li after it worked for Ryu, so now they have two powerful warriors at their command.

Zoltar hasn't been able to fully understand Ryu's powers, whilst they can make him use the hadouken technique at will, they have been unable to make him use one as powerful as the one he tried to use when he fought Bison.

Zoltar suggests that Ryu is capable of gathering together ki from outside his own body, and from all living things, to make his hadouken stronger.

Zoltar says that if they can find a way to harness the energy Ryu is capable of gathering, then they will have the world's two strongest warriors at their disposal.

Meanwhile Ryu beings to generate his ki, so Zoltar informs Bison.

Zoltar orders for a search to start immediately, and they must bring Ken in alive as he is worth a billion dollars to them.

Zoltar questions this as if Ken dies, his father won't pay the billion dollar ransom. Bison tells him that it doesn't matter any more as he knows Ken has power, he wants to test him out.

He has to take them out and a report reaches Bison and Zoltar

Zoltar to open the main blast doors so he may enter.

Bison tells Zoltar to make Ryu use the hadouken. Ryu starts to move his arms around to gather chi, and Ken realises he is in trouble.

Zoltar is worried that the whole base could be destroyed, but Bison doesn't care

Guile blows up the door, and Zoltar goes to activate another door, but he is too late. Guile runs in and uses his somersault kick to knock him out.

Zoltar wakes up and Bison tells him to have the base evacuated -all personal are to head to their other facility in Cambodia.

Meanwhile Zoltar questions Bison's plans, but he shuts up when his master tells him he is being annoying.

Zoltar says he will head to Cambodia and wait for Bison there.

Zoltar gets on one of them and after finding out all the other staff are ready, he gives the order for them to submerge.
